Kato Lubwama: A Profile of the Former Representative of Rubaga South Constituency
Kato Lubwama, also known as Bisso, is a versatile figure from Uganda, distinguished in various domains. He is recognized as a politician, drama actor, musician, songwriter, comedian, former radio presenter, and entrepreneur. Lubwama exhibits a profound commitment to music, theatrical performances, and philanthropy.
In his impactful theatrical works, Lubwama addresses societal issues encountered by ordinary people and frequently criticizes government shortcomings. His plays are thought-provoking and have the potential to instigate transformative changes within communities.
Regarding his educational journey, Kato Lubwama, born on August 16, 1970, completed his primary education at Nabagereka Primary School in 1993, where he successfully passed his Primary Leaving Examinations (PLE).
In 1988, Lubwama undertook the Uganda Certificate of Education (UCE) examination at Old Kampala Secondary School.
Between 1991 and 1992, Lubwama successfully cleared the Special University Entry Examination at Makerere University Kampala, earning a relevant certificate.
In 1994, Lubwama obtained a Diploma in Music, Dance, and Drama from Makerere University Kampala.
Professionally, Kato Lubwama has been the Director of the Royal Theater since 2010 and actively participates as a drama actor.
Since 1994, Lubwama has served as the Director of Diamonds Ensemble, a role he continues to hold. Furthermore, since 1999, Lubwama has been involved as the Director of Image Africa.
From 2016 to 2021, Lubwama served as a Member of Parliament, representing the Rubaga South Constituency. Aside from his political and artistic engagements, Kato Lubwama is also an entrepreneur involved in various ventures, including the maize flour business, and holds a directorial position at B24TV in Uganda.

Political Involvement: Kato Lubwama, the former Member of Parliament for Rubaga South, expressed his belief that his initial term in office was for personal gain, with the intention of sharing benefits with his constituents during his second term.
Unfortunately, Kato Lubwama failed to secure a second term in parliament, losing the election to Aloysius Charlton Mukasa, a candidate from the National Unity Platform (NUP) in the 2021 general elections.
During the lead-up to the 2016 general elections, Lubwama expressed his desire to be elected to Parliament to benefit financially, alluding to the monetary allocations for legislators.
Kato Lubwama, who ran as an independent candidate, parted ways with the Democratic Party (DP) due to the presence of corrupt officials within the party. He, along with like-minded individuals, formed a pressure group named ‘Solida,’ derived from “solidarity,” with the objective of restoring the DP’s former glory. Lubwama’s strong allegiance to the DP is why he remains dedicated to the party and has no intention of joining any other political party.
Earlier, a voter named Habib Buwembo challenged Lubwama’s 2016 election, alleging that the legislator lacked valid academic documents. Buwembo argued that Lubwama colluded with Makerere University to gain admission in 1992 for a diploma in Music and Drama, despite not meeting the minimum age requirement of 25 years for mature entry.
According to Buwembo, Lubwama was only 22 years old at the time, three years below the required minimum age for mature entry. Buwembo further asserted that Lubwama did not possess the necessary educational documents such as the Primary Leaving Examination (PLE), Uganda Certificate of Education (UCE), or Uganda Advanced Certificate of Education (UACE), or their equivalents, to qualify for a parliamentary position.
Music Releases: Kato Lubwama, the musician, has introduced several songs into the music industry, including tracks like “Tulye,” “Tetunakuta,” “Bank Yebyama,” “Abantu Bazibu,” “Akanaku,” and “Dimitinya.” One of his recent releases, on September 25, 2020, was the song “Tetunakuta,” which translates to “We are not yet satisfied.”
Family: Kato Lubwama is happily married to Ann Namuwonge, and together they have six children. However, it should be noted that some of the children are from Lubwama’s previous relationships.
